the post office always wanted a 2 tier workforce. the union has fought it in the past and keeps doing so. reg positions have to be filled by reg carriers, either ptfs becomming regulars or carriers transfering in. the union can't make the post office hire.(at least to the best of my knowledge) there is a percentage of the workforce that has to be regular full time employees , etc . . . .but i think this topic is best discussed in the other forum. this on is for trade ads
