Question about TE's and PTF's Login/Join

Hey all you knowledgeable carriers out there. I have a question. I know that the US is maxed out with TE's right now, and I know that for every 3 TE's that the PO hires, they have to take a transfer for a PTF. My question is this. When the TE's 1 year expires and they have to be re-hired, does that count as a newly hired TE? In other words, lets say you have 3 TE's that were all hired on the same day. One year passes and the PO wants to rehire them for another year. Does that mean that they are considered "new" TE's and now the PO must take on a transfer request too? Please give me facts, not just your guess or assumption. Thanks!
