they can't just deny for the sake of denying. your office(manager or postmaster) make their decision based on your record of attendance, performance, discipline, sick leave, and work ethics and attitude. if they deny the transfer based on such information, then they would have to go through Labor to concur with such decision. If not, they have to approve it. And this may take time. Good luck
