If a regular Rural carrier wanted to transfer from one region to another. North to South where it's warm, how do you go about that procedure, can it be done? I'm really don't understand the 3 way process.

Hi R8. I don't know if you got your answer yet. If you are a regular rural carrier you have to find another to trade with you. You may want to try to post on the rural carrier transfer site.
