Working on a 3 way swap, heard they are not in our contract. Is this true or false?

a few Postmasters in my area say "a body for a body" is all that is required....

with that said, as long as Postmasters agree, then a trade is good, no matter how many involved...

Thank you. Someone that works for HR said 3 ways are not agreed on between USPS and NALC. Don't know if that is true.
