I made regular July 25, 2015 how long will I have to wait to transfer out of state? I've been told I would have to wait 12 months to transfer out of state and 18 months to transfer within district! Can someone explain please. I need to know the correct way, before I start my own process lol!!!! | |||

this is from the ELM 351.6 Mutual Exchanges 351.61 General Policy Career employees may exchange positions (subject to the provisions of the appropriate collective bargaining agreement) if the officials in charge at the installations involved approve the exchange of positions. Mutual exchanges must be made between employees in positions at the same grade levels. The following employees are not permitted to exchange positions: a. Part-time flexible employees with full-time employees. b. Bargaining employees with nonbargaining employees. c. Nonsupervisory employees with supervisory employees. 351.62 Rural Letter Carrier Employees The mutual exchange of regular rural letter carrier employees of different Post Offices is permitted in accordance with the applicable provisions of the USPS-NRLCA National Agreement. The following mutual exchanges are not permitted: a. Between regular rural letter carrier employees in the same Post Office. b. Between rural letter carrier employees and members of other crafts. This is from our contract Art. 12.3.A.1.d When rural carriers of different post offices agree upon a mutual exchange of offices and if all installation heads involved approve, the position currently occupied and to be vacated by each rural carrier will be posted for bid within each of the respective offices.
