I was told by another city carrier that 3-way-swaps are not allowed.....is this true? Anybody have any information on this?

Not true. It's allowed. Really not any different than a 2 person swap. Just one more installation involved that's all. Each installation that's losing a carrier is gaining one. As long as each installation approves it you're fine.
